- Created 3 different accounts.
- Tried different web browsers (Chrome, Safari and Edge).
- Tried incognito-mode within the browsers
- Tried 2 different laptops and tried on mobile
Unfortunately, this has all been unsuccessful.

You are correct. At this moment, I have accessed the links of versions 7 and 8 (free) and I have the same detail.
We will have to be patient and wait some time to access the links again.
In previous weeks there was a problem with the generation of licenses both paid and free licenses, which caused delays. But it is already solved.
I suggest you to save the free licenses you have obtained so far.
Another way is if your server is of some brand like HPE, DELL, Lenovo or others, then you could get access to download the custom image from the manufacturer and after installing it you can apply the license.
the manufacturer's custom image is the VMware iso image plus the manufacturer's own drivers.

At least DellEMC have redirected their Custom ISO downloads from their own support site to vmware.com. This is since ESXi 6.7.
