I have enabled the tasks to be shown by making the flag true in "webclient.properties",still it doesnt show up in the web client UI .Is there any step that i missed?

This flag is not for showing/hiding the task panel, it is for selecting the content: either the user's tasks, or all users' tasks.
The reason your task panel is not showing must be because you closed it in a previous session and this setting is persistent. You can reset the layout and bring the task panel back in the top bar menu under the user name.
Please try resetting the vSphere Web Client layer.
If this doesn't help, you might need to manually delete the SerenityDB folder (/storage/vsphere-client/SerenityDB/ on VCVA) and re-login.
