vRO workflow between vCenter and infoblox

is there a way for a workflow  between vCenter and infoblox with out vRA ?

Sure, using just vRO, vCenter, and Infoblox. You'll just have to run workflows manually.

I developed a lot of custom Infoblox workflow but there is not any document about that. But, if you want to understand how it works, you must import Infoblox plugin to vRO and review existing infoblox scripts/workflows and try to understand how it works. ( I assume that you know how to develop workflow on vRO, if not, first of all you must learn that )
