Unable to install PE agent on windows machine using vRealize Orchestrator

I am trying to use vRealize Orchestrator to install PE agent on windows machine, however i am unable to do so. It results in "Failed to install Puppet agent. error=MSIEXEC exit code 1619."

I have tried providing a .msi file path on local computer also, however still doesn't work.

When i checked the powershell install script it is truing to use, i found out that its not detecting puppet version as puppet enterprise.

I am using puppet-enterprise-2015.3.1-el-6-x86_64.tar.gz installer.
