Does anybody know if there is a VMware semi-supported way of monitoring CPU / memory on the VCO appliance? Possibly by installing snmp?
You can do it using the vCenter by going to the performance tab.
A more effective way to monitor vCO is to monitor the JVM : Monitoring the vCenter Orchestrator Java Virtual Machine
