This is a known issue with the recent Java versions and older vCO builds.

Either downgrade your Java, or pick up a newer vCO build.

Another option would be to manually edit the .jnlp file XML and add the missing permissions by hand.

Sorry, just noticed in the screenshot that you already have the permissions tag.

goto the control panel.....java .......security and edit stile list and put the IP of your VCAC CORE  with the port number as well
