vrops report on cluster CPU Capacity remaining and usage does not match

I created a view

presentation: LIST

Subject: Cluster computer resource

Data: CPU | Capacity REmaining (%)

CPU | Capacity Usage (%)

Memory | Capacity REmaining (%)

Memory | Usage (%)

When i run the report,  I see this

How come the usage and remaining does not add up to 100?

there seems to be something wrong with what vrops mean by

Capacity Usage (%) and Capacity REminaining (%)

both are not adding up.

Capacity Remaining = Total Capacity – (Buffers + HA + Demand Amount)
