virtual machine (w2k3) CPU 100%, but task manager 1%

I have a virtual machine, the Perfermance shows 100% always. However, when rdp to the virtual machine(windows 2003), in task manager, only 1% used.

Be sure to select to show all processes.

If you can restart the VM and check the performance tab again.

does the task manager graph of cpu usage have choice to show all process or own process? I only know that the process tab in task manager can choose.

fyi, vm support told me to uninstall tools, then remove from inventory, then add back, then reinstall tools. I am waiting for down time to do it.
