Is vCenter Operations Enterprise a black box solution ? like the citix netscaler black box ?

It is not intended as such, but COULD (if you wanted) be used that way.  You would miss out on all of the valuable dashboards and visualizations it brings. It does not require a lot of care and feeding and rules writing and etc.  So if you wanted to use it as a black-box analiytics engine and send the proactive SMART alerts into a MoM you could do that.

Not exactly,

Our needs are as follows:

1-real time monitoring and historical data for root cause analysis.

1-capacity management (seems like it's going to be CAPACITY IQ)

3-configuration management ( vmware vCM ?)

4-a way to connect and communicate with our CMDB (from BMC).

If it is not a black box, it's going to be 3 separate installations ? if it is seems like a lot of work and no unified management dashboard.

I would recommend you reach out to your VMware rep to get a deep dive on the vC Ops Enterprise bundle because its exactly what you are describing below.  They will be able to provide you the details and work with you on the best way vC Ops Ent, VCM, CapIQ would fit into your environment to create a true solution (including connecting into BMC Atrium).

I think when you see the vc Ops Ent product you will understand how you would want to use it.  Black box or other.
