Does VCenter evolution license give you the option of adding ESXI host, if yes how many host ESXI host can I add.
I mean the Evalution license of VCenter
Evaluation license is like full license but only for 30 days.

I don't think so, both are separate products and thus require separate licensing.
For vCenter you can use the evaluation license and use full feature set for 60 days.
For vROps you can add vCenter servers (also with a evaluation license key) even if you use a vROps evaluation license (60 days).
Both products require a separate license key.
Hi
Check the following article: Licensing for vCenter Server
When you install a vCenter Server system, it is in evaluation mode. An evaluation mode license of a vCenter Server system expires 60 days after the product is installed no matter whether you assign a license to vCenter Server or not. You can set vCenter Server back to evaluation mode only within 60 days after its installation
