Is there a way to list out VM files that have been orphaned i.e. files for VMs that were removed from vCenter inventory but nor deleted from disk? This will be helpful for the VMware admin to remove the files and reclaim storage space.

No sure if you can accomplish this using vRealize Operations Manager, but a good free tool that can report that is RVTools, see: RVTools - Home
There is no existing Report template for Orphaned vmdk in vRealize operation and neither I see any option for orphaned vmdk while creating custom report template.
You need to use PowerCLI scripts or RVTools to Generate Orphaned vmdk report as mentioned by Richardson.
