Our users normally start arriving to work around 6:00AM and most people are gone by 6:00PM on Monday-Friday.
I would be interested to know if there's a way to have Operations Manager to base its analysis and reporting on those times when users are working and not the down time when the only work occurring is system backups or other after-hours maintenance.
Or is Operations Manager smart enough to see and make recommendations based on those peak usage hours and not let the other 12 hours of the day when nothing is really occurring impact its reporting and recommendations?

There is a setting in configuration policies that allows you to set work hours. These work hours are then used for reporting/capacity calc's, oversized VMs, etc. The time 'outside' this window is not counted.
By default the configuration policy monitors 24/7.

but I can say that to a great extent - yes - vc ops considers such peaks in some of its calculations, reports, etc.
