Licensing Calculation for vCOps

Does vCOps count virtual machine templates toward the license count or only VMs?  Does it also count powered-off VMs?

I think Powered Off VM's also consume licenses. As mark mentioned, only powered on VM's consume license. I don't think templates do.

Only powered on VMs consume vC Ops licenses when monitoring virtual environments. Templates do not consume licenses since they are powered off.

License count will update every 30min or so to reflect the change in powered on VMs that are monitored by vC Ops.
