Question :

How much duration and how frequently the data is captured if using default vRO policy? Is it average? Is it also considering peaks? Where can I see policy for undersized and over-sized VM calculation?

Recommended size is generated from the capacity engine and is based on all of the data it has processed.

Right-sizing recommendations are limited to at most +50% or -50% change from current size i.e. a VM which has 12 vCPU today could be recommended to go as low as 6 vCPU but not lower, or as high as 18 vCPU but not higher. (Of course it could also be recommended to go to 8 vCPU or 14 vCPU)
