Cannot create, edit or clone dashboards

In my test installation I'm able to create new dashboards from the "manage dashboards" area as well as clone, edit and delete them.  In the installation I'm setting up for production however these buttons are not present. I'm logged in as the local admin user in both case, both running version 6.7.

What am I missing?

Are you using the same type of license? If all is the same, try in a different browser or in incognito mode to bypass cookies and cache.

I've tried different browsers and clearing cache etc it makes no difference.

License-wise my test box is "vRealize Operations Management Suite 6 Enterprise Edition for vRealize Operations" (A VMUG license) while in prod it's "VMware vSphere with Operations Management Enterprise Plus for vRealize Operations".

Did you check the license as mentioned above? Or do you have a different problem?
