CPU usage 100% Idle 50% on the sametime

Hi, 

I get Alers about CPU usage 100%  for a VM. Below screenshot form the virutal machine Mertic shows the CPU was 50% Idle when the CPU usage was 100% on the smatime. Should the Idle CPU be att 0 % when the CPU usage att 100%?
