Alert on resource after threshold is reached x number of time in a specific time period?

Our operations people would like to set up an alert that fires when a particular resource has reached a specific level of utilization 4 times in a 30 day period. I have researched this and don't see any clear way of doing this, I am hoping I am missing something and there is a way to build this alert?

AFAIK thats not possible. Maybe you could script something for this. The API is pretty handy, but you will need to have some scripting skills to do this.
