You'd have to specify what type of "issues" you want to monitor. But the hardening guide policy enables some alerts and carries symptom definitions based on NTP errors like being unreachable or not enabled.

Host time for some reason not syncing with the NTP server. I can script looking for time differences between hosts. I am looking to see if vrops would list or alert on hosts out of sync by at least 5 mins compared to the majority of the hosts.

vROps can only collect on the NTP daemon status, so either stopped or started. For time sync, you might need to look into having vRealize Log Insight watch the logs and create a custom alert for when the time sync goes out of a certain threshold. You can then have vRLI send that alert to vROps and be associated with the correct host.
