Do you see any error in the services tab when you login into vRA Appliance through management portal?

Also have you added vRA's certificate to the trust store on the IaaS machine?

Browse to the URL https://vra-appliance.example.com and add that security certificate to the trusted source. Or rather Import the certificate to the trust store.
