User Access to be Granted to the Request form

I need to add Drop down list in the request Form to give the requester the ability to search in the AD for users. When i am creating the Property Definition and I need to use External Values for the Dropdown list to fetch the AD users but I don't know which script can I use.

and when the request go to the approvers they can see which users need access to this VM so they can grant them access,

How would they grant access to the users specified in that drop-down list on the VM which is about to be built?
