I need to run POSH script before dispose

I need to run POSH script to remove the VM from the scom console during dispose stage, but I can't find any vRA state that waits until the workflow completes.  I have tried dispose, deactivate and unprovision  

While we workflow runs this particular cmdlet (uninstall-scomagent) needs for the machine to be on for it to work but vRA is deleting the machine regardless of the workflow.

And you've tried the lifecycle state "Disposing" and state phase "PRE"? Because that should do it. It should execute that workflow before it actually goes into clean-up mode.
