How to remove requests that are "Pending Approval"

I have an issue when I was working on creating approval policies, the email information for the approval group was not parsing things correctly and I had to adjust the way the approval policies were set up.  I have that working now but what I do have is some left over requests in a "Pending Approval" state.  I have attempted to follow some of the other post to remove "dead" requests but when I try to remove from the car_request table I get this error message.

ERROR:  update or delete on table "cat_request" violates foreign key constraint "cat_resource__request_id__cat_request__id__fkey" on table "cat_resource"

DETAIL:  Key (id)=(4f64cae2-b7f8-4d97-bf05-8affd4495c08) is still referenced from table "cat_resource".

I have 5 of this stale requests that are showing up and would really like to be able to clear those out. 

Anyone have any steps on doing this?  In the table the state is PENDING_POST_APPROVAL
