Fabric Admin's "managing physical machines" ?

In the vCAC Foundations and Concepts document, in the Configuring Infrastructure Fabric ( pg 23 in pdf format ), it says that "In addition to managing physical machines and computer resources in a fabric group, fabric admins also . . . "

What does it mean that the fabric admin manages physical machines?  What phyiscal machiens?  Is this talking about the ESX hosts of the infrastructure backing the fabric group they are in charge of?  Is any aspect of the management done within the vCAC UI?

It means the machines which are provisioned for physical use. Using endpoints like Cisco UCS, Dell and HP (Bare metal servers).

These machines cannot be added into fabric groups like the virtualized resources. It depends on what you want to provision them with, it can be any OS including ESXi.
