Attach the properties to the vSphere machine element and hard code values as a test. Do those get written?

With custom attributes, you must start at 0 and increment by 1. In your example, you have a property group with Attribute1, 2, and 3 and their values. Change this to be 0, 1, and 2 and these will be written properly.
