Does vCAC need to import certificates from vCenter in order to connect to and to provision inside of it? What happens if i change the vCenter certificate after my VCAC implementation?
You don't need a valid certificate to connect as it connect to the API as already said but changing the certificate afterwards shouldn't cause problems as long as you aren't also changing all the vCAC components certificates as this isn't a simple thing to do and from my experience is easier to just rebuild and build with the correct certificates

I dont recall having to accept a certificate when creating a vCenter endpoint in vRA. You do when creating an endpoint in vRO though but it should be simple to update the endpoint to accept a new certificate.
vCAC connects to vCenter using vCenter API. So valid certificate should be good enough no need to import any certificates.
