Add Disks During Windows Server 2012 deploy never initializes disks.

So I have the agent installed on my template, but when I have the Server 2012 customization join the domain the additional disks do not come online or initialize.  I fixed the online issue by diskpart,  san policy=online.  But the disks still do not automatically initialize and label themselves.

I have this working when the server does not join the domain during deploy.  This is a pretty vanilla instance and I don't see anything timing out in the logs nor do I see any group policy blocking these actions.  Any help would greatly be appreciated!!

So this appears to be an issue with all deploys now.  Not sure what changed or how to fix it.  I can't get the vRA agent to initialize and label the disks at deploy.   Anyone come across this before?

The way I do it, is as part of the 'MachineProvisioned' workflow, I have a workflow that detects any additional disks, and format/mount them according to the properties supplied from the Blueprint storage tab.
