"Worst Case Allocation"

I was looking at the "Worst Case Allocation" figures for memory on some VMs recently.

Would I be right in saying that for a VM that has a memory reservation, this figures is going to be the reservation value plus an memory overhead?

I can find something that seems to describe some overheads (Overhead Memory on Virtual Machines) but looking at the numbers I see, this doesn't seem to account for all the overhead.

Are there other things that feature in the overhead? I imagine that there may be memory overheads that don't feature in VMware documentation such as that linked, because they are driven by 3rd party hardware and software, e.g. HBAs and Grid GPU cards, etc. Is that right? Is there anyway to quantify these and/or predict what they may be for a VM configuration in advance of it being powered on?
