I know this is a best practices recommendation but the only way I know how to do this is to "turn on" its CD-ROM so vCenter won't move it.
Are there any other "better" ways to do this to be sure to know which host the vCenter VM is on and be reasonably certain it will start as soon/fast as possible??

You can pick a desired host and put the vm on it - then change it's automation level to disabled. Cluster -> Edit Settings -> VMware DRS -> VM Options

also, ensure you set your restart priority in HA for your vCenter VM to HIGH.
Create unique portgroup on this host and connect vCenter VM to it.

I followed the first suggestion about DRS, I had already set its HA to High.
I'm not knowledgeable enough yet about portgroups to make that change and I think the DRS/HA changes will be enough, since I do occasionally have to move the vCenter VM to remediate its host.
I also did the same DRS/HA changes to the domain controller VM that we have in addition to our physical domain controller.
