During SVmotion if i try the below scenarios would the SVmotion fail or still work ?
Say if i trigger a SVmotion when the VM is powered off and during the course of the migration if I try to power on the VM what would happen ?
If i trigger a SVmotion on a powered on VM and during the course of the migration, if i restart the VM what would happen ?

Storage VMotion is process for powered on VM - it is online transparent disk migration. So if you want to reboot VM during Storage VMotion it will be rebooted. SVMotion doesn't care what VM do inside.
But when you migrate powered off VM you just won't be able to power it on.

Yes, AntonVZhbankov is right
to make it more precise
Storage vMotion : powered on VMs only
Cold migration : powered off VMs
The behaviour is like this
A. If the guest os has initiated a reboot during migration is in progress, the migration still continues to work (basically we migrate the disk to destination fine)
B. But if the guest os has initiated a poweroff during migration is in progress, and the vm powers off before the migration could complete then we fall back to source with an error reading
(A general system error occurred : Virutal machine was powered off before the migration could complete)
C. When the migration is in progress, we don't allow VM related operations for that VM (eg poweron/edit properties for VM etc)
