Resource Pools - Lowering Priority on Provisioning

If you have a resource pool with all running VM's, and VM's are provisioned to the same resource pool are they bound by the same rules since they are not actually powered on? We are trying to lower the priority of provisioning VM's that have to deploy to the same resource pool as existing running VM's......

A VM that is powered off is not consuming any memory or CPU resources (at least none that count against it), so yes and no...

Why not deploy the VMs to an separate RP and then execute a move operation?
