Powering up VMs with zero CPU Capacity Available in cluster

I have one ESX host in a cluster running vSphere and vCenter Server 5.1 that has 41Ghz CPU Resources

and total Memory of 191.94GB.

I created a resource pool to reserve ALL of the CPU resources and most of the Memory resources.

Currently, the cluster has 0 MHz CPU available capacity and 171MB Memory Available capacity.

Question - With 0 MHz capacity available, why can a single VMs be allowed to be powered up outside the Resource Pool ?

The VM is a Windows VM with no reservations, 1 CPU and 3192 MB of RAM.

I can power up even more VMs out side the resource pool if I lower the memory reservation on the resource pool,

and still keep the CPU capacity at 0.
