HA is configured but due to OS failure can't access application

I have configured HA in a cluster,when one of the host fails the vm restarts in other host,but after restart the guest OS does not start properly and wants to repair,during the process the application hosted on the guest OS is not accessible by the users.Any solution for OS failure.

OS windows 2008r2,remote app through remote desktop connection,apps such as office 2007 over web.Type of OS repair that i see is start-up repair.

Are you getting a screen like this?

If so, it should time out in 30 seconds and try to boot into Windows.  You can also disable this recovery feature as referenced here
