EVC upgrade not working as expected


So I got my enviroment upgraded to VShere 5.1 and upgraded my cluster from EVC Merom to Westmere the highest EVC my two host systems support.  Then I started rebooting some of my less mission critical systems to get them to upgrade, but to my surprise they all didn't upgrade to Westmere.  Of the the 7 systems that have rebooted so far 1 didn't upgrade at all and stayed on Merom.  Two upgraded to Nehalem and the rest did go to Westmere.  Is this normal or do I not have something setup correctly?

Power-off the VMs, then in the VM settings under Options - CPUID Mask - Advanced - reset the values to defaults. This should clear existing CPUID mask settings and once you power the VMs on again, they should apply the new cluster EVC mask.

Thanks.  I found the KB2014835 on this late yesterday.  Not sure how this mask got applied.
