vCloud Usage Meter and failed collections

We're under VSPP program and we've recently deployed Usage Meter v2.3 to start collecting vRAM usage from multiple vCenter instances.

April is our first month under new vRAM licensing model and only this month we've had 4 failed collections (4 hourly polls) from one vCenter due to the postgress error was later resolved, allowing UM to collect succesfully

My questions is this: is Usage Meter capable of collecting past usage for any failed collection time periods once is it back operational?

If not, then how the usage is calculated for any failed collections during billing period? (though the second question should probably be forwarded to our Aggregator)

The usage meter currently does not make up for lost or missed collections however the VSPP program does allow 5% error due to lost collections or failure or in the usage meter appliance which means there can be up to 30-35 failed collections over the month without need for corrective action.
