Hi. From 2.2.1 to 2.3.0 there are major database changes (to support customer reporting and other features) that make migration impossible. We recommend you power off your pre-2.3 appliance, saving it for as long as you are required to keep the data, and create a new 2.3 appliance.
We are investigating an update-in-place for 2.2.1 that will migrate the data on the Manage page (vCenter servers and such), and delete the rest. Users of this process would first clone the Usage Meter VM in order to archive the existing data.
