" vShield App installs on each vSphere host, controlling and monitoring all network traffic on the host, even for packets that never cross a physical network interface card (NIC) " So, it controls all the flow in the host where it is installed, not only the port group that you use for management when installing the vApp

Deploy vShield manager OVF, then install vShield App in each host you want to protect VM's, Yo can create a group of VM's and apply firewall rules to them.

You can follow this guide (only the part of vshield)

http://www.vmware.com/files/pdf/products/vCloud/VMware-vCloud-Director-51-Evaluation-Guide.pdf
