vShield Edge Round Robin issue

I have 6 web servers behind the vShield Edge Load Balancer. They are set up for round robin load balancing.

{web01, web02, web03, web04, web05, web06}

When I take web04-web06 offline for maintenance (or failure testing), the load balancing does not perfectly distribute the load round-robin style.

Assuming web04-web06 are offline, and I keep hitting the refresh button, the round robin sequence goes like this:

{web01, web02, web03, <4 second delay>web03, <4 second delay>web03, <4 second delay>web03, web01, web02, web03, <4 second delay>web03.... }

It seems that after web03, the load balancer should skip ahead, instead of falling back. Does anyone have any insight or solutions to this?
