Hi,
Looks like clean-up was not done properly or VCNS database is still having the IP entry.You can try below steps.
1)Install vShield App Firewall using an Alternate IP
2)Uninstall the vShield App Firewall deployed using the Alternate IP
3)Reinstall the vShield App Firewall product using the Correct IP
