vCenter and VSM do not match

I am new to vshields so sorry if this question is basic

I have follwed the installation process for VSM and Zones per VMware documentation

Configured with vCenter 4.1 update 1/1 host configured with ESX 4.1 update 1 in its own cluster

When I look in VSM it  says vShield Zone is enabled for the host but not the Cluster.  I can create firewall rules at the cluster and the host level

But when I look in vCenter\Cluster\Configuraiton\vShield Manager tab  it says vShield zones is not enabled for the host

So the two questions I have is

1 Why does it not say vShield Zones is not enabled for the cluster, is this normal?

Why does vCenter say its not enabled for the host and VSM says it is?  Is this normal as well.
