I had the same problem. VMware vShield would install on some ESXi machines, but would result in error while installing on ESX hosts. After couple of installs and uninstalls, it started happening to ESXi as well. After long troubleshooting, I found that a VMware vShield filter module wasn't loading on host startup. The only solution I could come up was a complete VMware OS re-install.
