Configuring vm isolation with vShield Edge 5.0.1

My vSphere version is 5 and ESXi version is 4.1 update 2.

I have two clients on the same 2 subnets.

each VM has a public ip address (64.785.14.X) and a private ip address (10.1.3.X) for example.

I am trying to isolate each client to its own secure group so that no other client can access the VMs within.

I am trying to do this without using vlans, but seems like it may not be possible even know the document below on page #9 (Design Option 2) says it is so.

How can I achieve this? Thank you very much for your help!

This is the only error in the logs that I can find.
