Switch-over occurs when protected application fails; failover occurs when OS, Hardware etc. fails. How do I simulate failure (for example, power off primary server)? Thanks!
Yes, powering off the Active server will initiate the failover. Notice that if you install in WAN environment failover will be prevented.

I powered off Primary (active) server in LAN V2V environment, but, nothing happened. The Secondary server was still passive and the Secondary vCenter was NOT restarted.
did you do a hard power off or did you shut down the server? You need to right click the active VM and select Power -> Power off and not select Shut Down Guest.

Or, if you are using HP Hardware you could use ILO to do a hard Power Off. Or other remote Management Tools.
2) Shutdown Guest is a gracefull shutdown of the OS. Power off is like pulling the power cable of a Server.
