I installed vcenter server on windows server 2008 R2 and windows firewall blocks communication for it (port 80/443/389). I checked and there are clearly rules in the firewall that allow that traffic that vcenter put in there on install. But the server just doesn't allow the traffic.
If your windows machine is a member server in your windows AD it have up to 3 different firewall profiles (domain, private, public). Be sure that all rules part of the "domain" or better the "public" profile. If the windows cant reach a windows DC when booting it doesnt use the "domain" firewall profile and you cant reach the vcenter services in that case.
