webaccess service is not started automatically. How to start i foud out, butwhat must i change to start this service automatically?

Go under services.msc, open the service VMware VirtualCenter Management Webservices and put the service as automatically!!

On ESX 4, the service will not be started on reboot becasue of hostd, if the firwall rules are not enabled. This is expected behaior.
If you take a look at the note in the following KB it describes the process of ensuring that the firewall ports are open:
Disabling and enabling VMware Web Access on an ESX host
http://kb.vmware.com/kb/1007617
Once done this, than it should start successfully on reboot.
