I am installing VMware Essentials Plus. Are vCenter Server and vCenter server for Essentials two separate products or are they the same products with different licenses?

Yes - using the essentials licensing will allow you run vCenter at with the essentials license
Yes you have to install vcenter and add the license which ever you have purchased,
For each and every license there is a features limitation
Under essentila you have 2 kit its essential and essential plus, but have vcenter license included with the kit refer hte below link for the feature difference

Foundation is for smaller environment with 3 host and based on the vsphere esxi license the feature will vary
Standard is for bigger environment and based on the vsphere esxi license the feature will vary.
