I have this error in stage 2 of data migration.

Going from vCenter Server 7.0.0b to vCenter Server 8.0U1c

I evaluated the DNS and Reverse DNS zone and my ESXI HOST entries are created.

I also have the entry for my vCenter Server VM created in DNS\DNS Reverse.

I made several deployment attempts using IP and FQDN but I still have problems in stage 2 of migration

My experience with vCenter upgrades has told me the process struggles big time with resolving DNS - even if you have DNS set up in a pristine state. What works for me is if the upgrade requires a DNS name, give it one. If it asks for a DNS name OR an IP, always give the IP.

VMware support gave us support

The resolution was

Regenerate all internal vCenter certificates and retry the update.

How this problem was resolved

a Management Update service was not running and with the certificate update it was OK
