I have a single sso domain with 6 vcenters each have their own psc.
can i upgrade directly to 6.5 without any issues?

2. vcenter
3. VUM
is that the order?
The order is basically correct (see Update sequence for vSphere 6.5 and its compatible VMware products (2147289) | VMware KB).
However, upgrading from v6.0U3 to v6.5 is not supported, so you'll have to wait for a supported vSphere 6.5 update (see VMware Product Interoperability Matrices)
