I need to update VMware Vcenter Server appliance. I have PSC and two Vcenter appliances installed.
Do I have to upgrade the PSC first and then update the VCSA? Does the order matter?

PSC should be upgraded first before vCenter server instance.
What is the current version of vCenter and to which version you are trying to upgrade to. Please note that external PSC concept has been deprecated in the latest releases.
I have VMware vCenter Server Appliance version: 6.7.0.44000 Build 16046470 and PSC version 6.7.0.45000
In this version it was still possible to implement this way

Yes, PSC have to be upgrade/updated always in first place.
But you told us that the external PSC is already 6.7 Build 45000 which is the most current 6.7 right?
So i assume you ask for upgrading PSC 6.7 to 7.0? Than you have to migrate your external PSC into the embedded one because that the only topology which VMware supports today.

Please keep in mind that after 6.7 (don't remind which exact version) External PSC is no longer supported and they must be embedded
