permissions to create and deploy templets

I need to add the capability of a user to launch and deploy templets. I dont particularily want to give them virtual machine administrator rights which would include this ability. Is this possible??

Yes there is. Just create a new role and call it "Template Administrator", then go to All Privileges -> Virtual Machine -> Provisioning. Here is the area where you would find those options you are looking for. Attached is the area and the options.
