on some of my vm's I get the option to resize the disks (the vmdk's) and some I don't.
under what circumstances can I or can I not resize the disks?
That usually depends on the virtual controller type. For IDE based controllers the option is usually grayed out.
It's also grayed ot for virtual disk with snapshots.

Use Gparted tools , it support all versions of windows and linux , freeware tools ,please find the attachment
